PURPOSE
The Board of Trustees of SALLY PLOOF HUNTER MEMORIAL LIBRARY values input from the community and recognizes the public’s right to attend open meetings. To facilitate input from our community, Board of Trustees meetings shall include a period for public comment. This policy establishes a process for receiving public comment.
POLICY
Library Board of Trustees meetings shall include a public comment period at the beginning of each meeting, held after the call to order. The Board President, or presiding officer, shall oversee the application of the period.
Guidelines for Participation:
· Each person wishing to speak during a public comment period will be limited to FIVE (5) minutes.
· Each comment period will be limited to a total of THIRTY (30) minutes, unless extended at the discretion of the board.
· Comments must relate to library services, programs, or governance. Personnel matters, individual staff performance, or confidential issues may not be addressed in public session.
· The library’s Patron Behavior Policy extends to the conduct of speakers during this period. Speakers shall refrain from profanity, personal attacks, and disruptive behavior.
Board Response
The board will listen to comments but shall not be compelled to act or respond to comments or questions posed by the public.
SUBMISSION OF COMMENTS IN WRITING
If a member of the public is unable to attend the meeting in person but wishes their written comments be read aloud during the comment period, they may submit public comment via email at (blrlib@ncls.org) or in-person at the library. Written comments must be submitted to the library at least 24 hours in advance of the meeting. The reading of written comments shall not exceed the time limits for individuals or the total comment period above, giving priority to those in attendance.

This policy was adopted by the Board of Trustees of SALLY PLOOF HUNTER MEMORIAL LIBRARY on 10 February 2026.
